The Amadeus Institute and the Entrepreneurship Club held a debate on "the Educational System and the Middle Class in Morocco."  Participants included members of the editing staff, 4 senior national education officials, experts, local officials and representatives of the private sector.


The white book is the product of extensive reflection.  Beginning in 2009 eminent sociologists, educators and other experts gathered and worked on it. This book provides hands-on recommendations on the role of the educational system in the social mobility of the Moroccan middle class, and offers several recommendations aimed at enhancing the educational system and reinforcing its impact on social mobility.


The book contains three chapters.  The first chapter deals with general training, and seeks to establish a base of knowledge and values shared by the middle class.


The second chapter, devoted to vocational training, discusses the conditions needed for successful vocational training, the relationship between the latter and the educational system, and the existing conditions beyond the educational system.


The third chapter treats national mobilization and the construction of an inclusive policy which involves all actors in the educational reform.


The White Paper contains a set of proposals that focus on improving educational governance and its orientation towards the middle classes through two pillars: the search for quality and the adoption of reforms.
