Governance, cooperation and environment at the heart of the 2009 MEDays Forum recommendations

Governance, cooperation and environment are the focus of sectoral recommendations produced by the Amadeus Institute after the 2009 MEDays Forum held last November in Tangier. There are 15 realistic and achievable recommendations, drawn from the suggestions of 174 event speakers, and which may obtain the support of governments and international organizations, said Mr Brahim Fassi Fihri, the think-tank’s President, on Tuesday at a press briefing in Casablanca.

These technical and operational recommendations are divided into five areas. The first one is “Africa’s place in the world of governance." It calls for the need to reflect on "the right of diplomatic interference," on a permanent observatory to prevent conflicts in Africa, and on the creation of a levy of 0.005 per cent on international financial transactions. The funding will serve to finance development and will expand global economic governance to better predict the effects of decisions taken. To strengthen regional cooperation, Union for the Mediterranean (UfM) communication must improve, and use of the Mediterranean maritime space should have a cost. Also, a tripartite conference should be held to prepare for tariff reductions between Algeria, Morocco and Tunisia.

The third axis focuses on the inclusion of Colubia and Venezuela in the 5+5 sub-regional cooperation in order to better address the fight against drug trafficking. The purpose is to build a strategic partnership in order to secure the Sahel-Sahara region and to create in the southern part of Western Mediterranean an observatory of marine pollution.

The fourth set of recommendations relates to "Financing Renewable Energies," and advocates increased financial and tax incentives. This resolution will promote renewable energy production in Southern countries. It also calls for the ownership of renewable energy production technologies to be in the hands of developing countries, and seeks the creation of a high water authority to clarify trans-borders policies.

The last recommendations are specific to Morocco. This axis proposes the establishment urban planning that takes into account climate change and higher environmental quality standards. Other suggestions are to launch a public awareness campaign on environmental themes and to establish a statute aimed at improving the living conditions of sub-Saharan migrants.

These recommendations will be circulated among governments of the 70 countries represented at MEDays 2009 and given to the UN, the EU and the UFM. The leaders of the Institute will tour North America, Africa, Europe, Asia, Australia and the Middle East.

The Institute’s officials have also expressed their ambition to make of the MEDays Forum an essential event for political and economic leaders of Europe, Middle East and Africa (EMEA). To achieve this, they have planned a series of activities including an international tour, a follow up on the actions taken in relation to recommendations of the 2009 MEDays, and the organization of three round tables scheduled between February and June. These round tables will prepare the 2010 edition of MEDays to be held in November 11 - 13 with special focus on the Africa, Asia, Latin America triangle.

The second component of this strategy focuses on strengthening the position of the Institute as a center of expertise by launching its "Center of Analysis and Publications." The Center’s research will focus on five major themes: the socio-economic development of Morocco, governance, energy efficiency, the South and the Euro-Mediterranean.

The 2009 MEDays Forum required a budget of 9.7 million DH, and was funded by 20 sponsors. The Forum hosted around 900 participants and 26 panels, including 31 ministers or heads of government, 25 CEOs, and 17 senior representatives of international organizations.

The Amadeus Institute is as an independent "think tank" which provides research focused mainly on Morocco, the cooperation between the Maghreb and the European Union, the geostrategic contemporary global economy and development strategies.
